quarters. On the other hand Mr. Ross has since the 2nd, ~
ultimo reverted to his pay as Passed Cadet.
5.
Hitherto no Cadet, whether passed
or unpassed, has been required to act in the New Territori-
-os on his cadet's pay only; and, as I am of opinion that
the present is one of the special cases contemplated in
the second paragraph of Mr. Chamberlain's Despatch No. 247
of the 3rd. July, 1903, I recommend that Mr. Ross should
be given an alimentary allowance at the rate of $100 per
mensen with exchange compensation from the 2nd. ultimo
until such date as pay of Assistant Land Officer is avail-
-able, viz.:- the date on which the Public Health and
Buildings Amending Bill becomes law and Mr. Messer is
appointed Head of the Sanitary Department.
